Visitors to many state exchanges found an error message when they attempted to log on to compare health plans this morning.

The Chicago Tribune reports that some visitors found the following message when they attempted to visit the exchanges:
“We have a lot of visitors on our site right now and we’re working to make your experience here better. Please wait here until we send you to the log-in page. Thank you for your patience!”
On Twitter, various users from Oregon to New York reported glitches and down sites. The question, of course, is whether the problem is an overabundance of visitors or a paucity of resources. In other words, is the system buggy — or popular?
The answer is likely both, to a certain extent. Reuters reports, “Administration officials said they had expected a rocky opening because of the challenge of building a massive technological infrastructure within a short time.”
The Obama administration hopes that 7 million Americans will sign up during the open enrollment period, which lasts from Oct 1 until March 31.
One thing seems fairly certain: Obamacare signups will continue, come hell, high water, government shutdown, or overloaded websites.
“The Affordable Care Act is moving forward. That funding is already in place. You can’t shut it down,” President Obama said in a televised statement on Monday.
A recent Forbes poll showed that only one-third of Americans were in favor of defunding Obamacare.
